Backlinks play an important role in ranking of a keyword and as always quality Content is the king.

So is there any possibility to do SEO without making any backlinks.

Both are well known languages for web development! I think the answer would depend on what kind of web development you want. If you are developing from raw frameworks (without using a CMS) then it really doesn't matter. Django and Flask are great frameworks for Python and PHP has Symfony, CodeIgniter and Zend.
