How effective are they? Depends.. I usually post on forums that resonate with my forum's niche. this does help get some traffic, and a lot of sign ups as well, if you contribute well to the forum. So how long do they take on an average to get results? A month or a few weeks? I am testing with advertising through forum networks but not getting decent amount of traffic. You would really need to advertise to gain members. Although if you're content is really great and everyday or every week you deliver a great content to the people I'm pretty sure you won't need to advertise too much but that's a long shot. You need to find a few contributing members, as said above maybe with sigs on other forums and whatnot. Once you catch those few good members, advertising can begin because sure people might visit, but without any contributing members no one will join an empty forum. You can't simply show yourself to the world and say why people should join. You have to show the visitors why they should join. It got me 800+ fans for the page, yet none seem to join the forum. I used prize money in a contest for the most dedicated member...it was easy money and multiple people "liked" the wall post on the page, yet nobody seems to be interested enough to actually join the forum. Growing a forum is somewhat like growing a garden. If you just have an empty plot of land and expect things to grow by themselves, then you are very likely to get just weeds. So you need to put some time and effort into planting some good topics, nurture them with posts and ripostes. If you keep that up, they will bear fruit.
