A few years ago the free database system best known by developers was purchased by Oracle company, it continues for free, however I wonder if it is still considered free software?

The "freely downloadable Community Edition" would be considered free and is still available under the GPL license. All of the other versions come with support and are not free.

I think once Oracle bought them they started sliding downhill and not keeping it updated like they promised during the transition.

A lot of people have moved to MariaDB including myself which is a fork of MySQL so I still reference it as "MySQL".

I think it's still free. I'm using MySQL and the MySQL Workbench application to help create and manage my databases. MySQL is also bundled with development tools like WAMP and XAMPP so I think it's safe to say it is still free. :)

That is true Oracle company bought it but the software is still free good for purchase because it boosts your business agility and reduces costs. No cost, great  features, management tools, it worth trying.

If they have been to terminate the community version, clients might transfer to MariaDB or PostgreSQL or MongoDB or some thing else, after which Oracle might lose their “upsell” possibility for MySQL organization.
