Well it's a must for sure, but most frameworks/libraries do this out of the box now.  I wouldn't build anything that is not responsive or includes some type of mobile/tablet views.

Actually, as of this generation that is one of the priority when it comes to web development. Not only responsive but fluid. Because many screen resolutions are already out. And if not responsive, the design is off and customers will go out of the site that will make conversion decrease. I raise my thought.
